NAHASDA Rental Programs ...



The Rental Program is designed to provide decent, safe and sanitary affordable housing for eligible low income families.  These guidelines are a summary of the program, please refer to the General Admissions Policy and the Residential Occupancy Policy for detailed information regarding eligibility and program requirements.

Eligibility guidelines for participation in the NAHASDA Rental Program:

  • A complete application form with all required documentation must be submitted and certified as complete by BIHA staff. A housing application can be found on the publications page HERE.
  • This is a NAHASDA program.  Preference for program participation is given to enrolled members of Sitka Tribe of Alaska, Alaska Native and American Indian applicants.  Documentation of Tribal membership and/or Indian Blood must be provided to qualify for Indian preference.
  • Applicants must earn an annual income at or below 80% of the area median income as determined by HUD.  Current income limits can be found on the publications page HERE.
  • All applicants must undergo a criminal background check.  BIHA shall preclude admission of any applicant that would be reasonably expected to have a detrimental effect on other residents or on the project environment.  See General Admissions Policy for more information regarding conviction for criminal activity and eligibility.

Program Details:

  • Monthly payment is based on 30% of adjusted gross monthly income.  An annual review of family income is a program requirement.
  • Lease term is 30 days and automatically renews unless terminated by the participant or BIHA in writing.
  • A security deposit of $800.00 and a key deposit of $25.00 must be paid prior to move-in.
  • A monthly utility allowance is provided.  If monthly use by the tenant exceeds the utility allowance, the amount of overuse is charged to the tenant.
  • Pets are not allowed in BIHA Rental Program units.
  • Smoking is not allowed in BIHA Rental Program units.



BIHA Rental Program Preferences:

Preferences are used when ranking applicants who have been approved for placement on the waiting list by the Screening Committee and subsequent selection for program participation.  To qualify for any of the following preferences, documentation must be provided.  (For definitions and more detailed information regarding preferences see the General Admissions Policy page 18, Section VII, Selection of Families.)

  • Indian Preference*
  • Homeless household**
  • Involuntary displacement**
  • Substandard housing**
  • Rent burden**
  • Current BIHA rental tenant (in good standing)
  • Earliest date of application
  • Elderly (age 62 or older)
  • Disability
  • Overcrowded
  • Non-permanent housing
  • Honorably discharged veteran
  • Local resident


*Indian preference is applied as follows:
            An enrolled member of Sitka Tribe of Alaska receives first preference;

            An Alaska Native receives second preference;
            An American Indian receives third preference.

**While a household may qualify for more than one, points will only be assigned for one of the above noted (**) preferences.
